CONTEXT
MSF Belgium (Operational Center of Brussels - OCB) employs over 10,350 staff, with over 90% working in countries of operations across 37 countries. Of the 500 staff performing headquarters functions, 110 are part of the HR department. This HR department staff is primarily based in Brussels, Kinshasa, and Abidjan.
Our Human Resources department is divided into 4 complementary hubs: the Operational HR Hub (recruitment and staffing issue in our countries of operations), the People Development Hub (staff development, Learning and Development (L&D) solutions, deployment and innovation), the People Deployment Hub (administration, international mobility, staff health and rewards) and the HR Information System Hub (IT systems development and data analysis).
Within the People Deployment hub, compensation and benefits include Function classification; Living Wage calculation; Salary grid; Social coverage; Health care coverage; Other benefits and provisions (working hours, paid leaves, parental leave…).
As the Compensation & Benefits officer, you lead the design, implementation, and management of MSF OCB's Reward System, ensuring it aligns with organizational objectives and needs. This includes all employee statuses, such as national (HQ, delocalized staff, and national staff in the field) and international. You will play a pivotal role in constructing and maintaining an equitable and fair system, balancing cost-effectiveness, talent attraction and retention, and MSF's associative culture.
As OCB follows the international common frame of the MSF movement, the remuneration system needs to be defined in an operational perspective but also in the objective of alignment between all MSF sections.
MAIN RESPONSABILITIES
- Compensation & Benefits Strategy
- Design and oversee remuneration and benefits systems coherently across OCB and MSF sections
- Continuously monitor policy implementation, propose changes, and use data analysis for insights
- Provide proactive information, training, and support to stakeholders
- Evaluate positions across Field, Hubs, and HQ using data-driven methods
- Targeted Support and Expert Guidance
- Educate and brief Human Resources Coordinators (HRCOs) on the MSF common HR & rewards framework
- Implement the HR common frame using a data-driven approach, guiding HR Advisors and HRCO
- Gather feedback for data-informed policy enhancements and new developments
- Develop and deliver training/workshops for internal users
- Participate in institutional training and relevant events
- Intersectional Representation
- Represent OCB in various International HR Platforms and working groups, maintaining, and advancing Rewards Frameworks
- Attend relevant intersectional meetings, advocating on behalf of OCB's unique needs and requests
- Actively participate in working groups on intersectional policies and topics
- Leverage data to create tools and policies aligned with IDRH mandates
- Proactive Change Management
- Identify risks and opportunities that will come from implementing a HR change
- Consider the social, legal, and financial implications before making a recommendation
- Communicate changes effectively and coherently
REQUIREMENTS
Education & Experience
- Bachelor’s or Master’s degree in human resources, business administration, finance, or a related area of study
- Minimum 3 years’ experience in an HR technical and/or specialist function related to Compensation & Benefits
- MSF or International NGO experience is a strong asset

- Proficient in articulating complex messages to various audiences, influencing others to embrace a common vision or goal
- In-depth knowledge of MSF Operational Center Brussels (OCB) HR processes and tools is a strong asset
- Collaborative team player with a deep understanding of organizational challenges and change processes
- Strong interest and motivation to work in a humanitarian organization, and more particularly with MSF
Languages
- Proficient level in English and French, both spoken and written, mandatory
CONDITIONS
- Expected starting date: March 2025
- Location: Homebased within maximum 2 to 3 hours difference from the Brussels time zone
- Contract type: Fixed-term contract – Full-time
- Contract duration: 10 months
- Salary according to MSF-OCB HQ salary grid
- The contractual terms, conditions, and salary will be established according to the official residence of the selected candidates and in respect of MSF standard function and salary grids
